This is a request-for-Proposal (RFP) for a project, “Export Control Survey of Turkey”, in which you, or your institution might have interests in the subject.
1. Research Title:
“Export Control Survey of Turkey”
2. Research Objective:
The framework for international export controls has been crucial to prevent the proliferation of weapons of mass destruction and of excessive accumulations of conventional weapons, since the escalation of regional disputes caused by ethnic and religious conflicts have been dominant features all over the world.
Therefore this project aims at provision of necessary information on current export control system of Turkey for exporters in Japan in order to meet objectives mentioned above.

4. Proposal Evaluation Criteria:
Proposal will be evaluated on the basis of the following criteria (in no particular order)
1) Capability to conduct this project by its expertise and technical know-how.
2) Understanding of the research objective as revealed in the proposal.
3) Clarity of methodology proposed for conducting research.
4) Quality of organization in order to conduct this project effectively as defined in organizational
structure, work schedule and cost allocation.
5. Conditions of Research Agreement:
1) Amount of Budget: Up to US$12,000
2) Contract Term: From Date of Contract to March 31, 2012
3) Submission of Research Report - October 31, 2011
4) CISTEC holds the right to receive answers to queries in writing, and interviews with a contractor
regarding the report if necessary.
5) CISTEC holds the copyright of the document as a result of the agreement and right to use for its
business
6) Retain all records for a period of five (5) years from the date of expiration of the Agreement and
be audited on-the-spot by CISTEC.
6. Eligibility:
Either corporation or individual qualified for the following requirements.
1) Expertise on the research subject and experience in related research.
2) Capability of conducting the project in terms of well-organized and refined team.
7. Public Offering Period:
From August 23 to August 29, 2011
(all application materials must arrive no later than August 29)
8. Submission of Proposal:

9. Selection Result:
CISTEC will notify applicants of the outcome of the evaluation on the September 1, 2011 on its website.
